三 | 眼哥查询了相关规定，4月26日，中国确实是出台了上述的相关规定，并在7月1日执行。

2024年4月26日中华人民共和国国家安全部令第3号公布，自2024年7月1日起施行（图源：中华人民共和国国家安全部）这2个部门规章，对中国国家安全机关（国家安全机关是反间谍工作的主管机关）行政执法、刑事办案程序作出全面规范。

涉及的包括总则、防范指导、调查取证、征用补偿、行政处罚、期间与送达、律师参与刑事诉讼，证据，强制措施，立案、撤案，侦查，执行刑罚，特别程序，附则等。这样看来，这项规定的检查权基于国内安全防范：执法人员需得到上级批准并出示检查通知书或证件，才能检查电子设备。在紧急情况下，执法人员可以直接进行检查。目的是为了对国家安全防范，强调对潜在安全威胁的预防和打击。

四 | 随着相关免签政策开放，出入境中国的规模还在不断扩大。根据2024年第一季度的数据，全国移民管理机构累计查验出入境人员超过1.41亿人次，同比上升117.8%。然而，安全问题同样不容忽视，2024年第一季度，中国移民管理机构共侦办妨害国（边）境管理犯罪案件1万余起，抓获犯罪嫌疑人1.4万余人，其中依法采取刑事强制措施1.2万余人、行政查处1785人。其实不仅是中国，美国在入境检查方面也有类似规定。早在2017年，中国驻洛杉矶总领馆就提醒入境者注意美国的相关规定。
